Yes, there is a difference!
Small paintings are between 25 square inches and 45 square inches. They are a step between true miniature work and traditional sized works. Miniature paintings are under 25 square inches in the United States. The International standard for miniature paintings is 16 square inches.
The smallest work I do on a regular basis is ACEO art, or art trading cards. ACEOs are the same size as baseball trading cards. 3-1/2 inches by 2-1/2 inches.
